Better Development and Utilization of Data Resources

As an element resource with strategic meaning, data resource is becoming a basic constructive resource. Major countries are stepping up their strategic layout and improving the development and utilization of data resources. The mastery and quantity of information have become important symbols of country’s soft power and competitiveness. The vigorous development of scientific data sets up a new plan for the exploration of objective laws, which gives new methods to the governance of the country and creates new opportunities for the development of industry. Data, calculating force and algorithm will become the future competition focus of information.

China’s data resources are developing rapidly and the growth trend is obvious. The policy environment has been continuously optimized, the sharing and opening of government data have been achieved, and the national integrated data exchange platform has been basically completed. In addition, 10 provincial government data opening platforms have been established, and 17 municipal platforms will go on line soon. However, there are still some problems in the exploitation and utilization of data resources, including insufficient development and utilization of data resources, inadequate and delayed government data sharing, as well as insufficient access to public data resources, etc.

How to promote the opening and utilization of data resources from policy aspect? I have the following suggestions.

First, deepen the use of data resources. We can keep promoting the integration and sharing of government information, optimizing the management of the entire life cycle of data resources, and implementing the list of responsibilities for data sharing. We can open the public information resources wider and improve the quality of open data. We can also strengthen guidance to standardize the legal collection and trade of data resources and use data more effectively.

Second, do more to protect personal information. We can standardize the behavior of data collection, trade and application, and do more to protect the privacy of users and other individuals. We can establish a mechanism to crack down on illegal data acquisition and trade, and claim responsibility and crack down on the violation of citizens’ personal data. The black industrial chain of data trade should also be rectified.

Third, make breakthroughs in core technologies. We should be in line with the key technological standard of global mainstream products, strengthen research and development of core technologies and data products, strengthen research on major basic issues of big data and breakthroughs in key technologies, and govern multi-tiered data and train specialized software personnel.

Fourth, manage the whole society’s data resources according to the law. We can figure out the right and responsibility of the data resources opening and utilization, introduce regulations on pricing mechanism, data quality and privacy protection, and further release data dividends. At the same time, we are supposed to explore new technologies and effective security audit methods to maintain the integrity, safety and reliability of data.

Embrace the 5G Era and Lead Digital Construction

It is my great pleasure to meet you again at the Digital China Summit, talk about digital development, and seek to create a new future. Last April, we were here to listen to President Xi Jinping’s letter of congratulation to the First Digital China Summit and ushered in the new journey of Digital China construction. Like other places in China, Fuzhou has implemented the spirit of General Secretary’s congratulatory letter for the past year, and accelerated the construction of Digital Fuzhou taking advantage of this Summit.

During the past year, we have seen the prosperity of digital economy in Fuzhou. We set up a Three Year Action Plan for the Digital Fuzhou construction, and built a number of innovative platforms, promoted the integrative development of the big data, internet of things, artificial intelligence, cloud computing, blockchain and the real economy, so as to drive high quality development. During the past year, we have seen digital application everywhere in Fuzhou. We initiated the “One Code Pass” service covering ten handy services for the public, which means citizens can take bus, see doctors, finish mobile payment and seek government affairs service with one “Fu Code”. To this end, “The Land of Blessing” becomes more intelligent. During the past year, we have seen the flourishing of digital government affairs in Fuzhou. We built the national “Internet Plus Government Affairs Service” comprehensive reform experimental unit, and citizens can handle affairs on computer, on mobile phone and at doorstep, which is an epitome of the Digital Fuzhou construction outcome.

In this year’s national “Two Sessions”, President Xi Jinping talked about creating an enabling environment for innovation and entrepreneurship in Fujian. Under this guidance, Fuzhou will embrace the 5G era, promote innovation, entrepreneurship and creation, and explore the new blue ocean of digital China construction. We will focus on innovation and make the digital economy the most active new drivers and the most powerful new engines. We will speed up the development of big data, the internet of things and blockchain, building Fuzhou into an important city in the 5G era. We will continue to optimize the business environment and provide more favorable policies. We will build a national 5G pilot city, accelerate the scale networking and scale commercial use of 5G, lower the threshold, reduce the cost, increase the efficiency and improve the environment  for innovation and entrepreneurship. We will launch more innovative products, follow new trend, new demand of future development, and provide more digital and intelligent convenience service in production, consumption, urban management, public service and social governance for a better city and better life. Meanwhile, we will continue to build “Digital Maritime Silk Road”, so as to play a larger role in the BRI.

Intelligence Becomes the New Production Factor of a Smart Society

Smart society is an important trend, and the 19th National Congress of the CPC also puts forward the target of building a digital China and a smart society. AI is an important characteristic for human beings to enter the smart society, which is to say that intelligence becomes the new production factor. At the technical level, it is the perception of all things, the Internet of things and the collective wisdom of all things, while at the social level, it is the intelligence of organization, management and operation.

The main features of the smart society are ubiquity, intelligence, inclusiveness and exquisiteness. Taking intelligent transportation as an example, with the integrated ground-space network, convergence, recognition and connection of big data, intelligent network can realize self-perception, self-learning, self-decision, self-executing and self-governance. The intelligent network can also reach the interaction among human, machine, object and environment, linkage among human, machine, object and intelligence through the interaction between information and knowledge, between space entities and within space entity.

In the future, the architecture of the intelligent network, including perception, networking, computing and service, can finally realize intelligent service from data to information and through computing. For perception, it’s omni-directional intelligent connection and synergy. Network is a tight encirclement, computation is autonomic computing, and service is the combination of diversity and personalization, so that each of us can enjoy personalized services.

Intelligent network will be an important support for the smart society and will be well used in education, medical care and emergency preparedness.

For example, education intelligent network can achieve the networking, intelligence and experiencing of learning as well as learning at any time and place as required through the multi-dimensional perceptual fusion of voice and vision, the joint data mining of technology, and opening and sharing of educational resources.

Medical intelligent network can provide all-round services including long-distance medical treatment and personalized and targeted medical service at any time and place through comprehensive examination, intelligent diagnosis of information and big data.

Emergency intelligent network can be used to deal with emergencies such as fire in Notre Dame Cathedral in Paris and forest fire in Liangshan, a city in southwestern China.

Using New Drivers to Boost the Development of Digital China

In recent years, China’s information industry has developed rapidly. Computers can be used everywhere by everyone. Entering the 5G era, faster internet speed and Internet of everything will create many new business opportunities.

Data itself is a very important production factor which will spawn many new industries. There are also many new challenges in data development. First is fairness. For instance, the sequence of getting some key data like stock market information will have a huge impact on wealth. Second is security, such as some new forms of fraud on the internet. As network managers, it is our responsibility to enhance the safety of network in the age of data explosion.

In the face of the flood of data, our ultimate goal is to actually turn it into intelligence. There are increasing data in the 5G era, and the speed of data flow will affect logistics, talent flow, capital flow, and speed up the efficiency of the whole society. We need to transform China’s economic growth from the quantity development in the past to the quality development, and the government can improve the governance of the country through new intelligent measures. In industry, we can promote the transformation and upgrading of industrial chain, so as to make China a strong manufacturer. In people’s livelihood, we can also solve the problem of equity through digital construction. For example, in areas like health care and education, we can solve the problem of resource shortage and poor geographical distribution through big data and intelligence, so as to live a better life.

Digital China has huge potential and vast space, and all three of our operators are actively upgrading and transforming toward a higher speed and safer direction.

Modernizing the Governance System and Governance Capability Through Digital Service

How does the network information industry serve the modernization of the national governance system and governance capability? China Electronics Corporation strives to solve this problem and firmly supports the network information enterprises be bigger and stronger. Industrial Internet Will Bring “Maximum Growth” to Industries

Industrial internet, digital government and intelligent society are inseparable, whose core are information. Internet companies must pay more attention to basic research and breakthroughs in key core technologies, otherwise it’s like building a tall building on a beach, which might be more dangerous in higher position.

Industrial internet is becoming an important carrier of digital industrialization and digitization of industry. Informationization is the biggest variable of the new technology and industrial revolution in the world, and the industrial internet will be a “translator” to transform “biggest variable” of information to the “largest increment” of innovation in all industries.

China has a complete and diversified traditional industrial system, and has the advantage of using digital technology to make smart connection from consumption to production (C2B), producing diversified, personalized and high-quality domestic goods to support supply-side structural reform. Tencent hopes to be a “digital assistant” in this process, exploring industry’s internet with all walks of life and building a digital ecosystem.

China’s Technological Innovation Will Gradually Change the World

Technological innovation changes China, and technological innovation in China will gradually change the world. When China’s overall digital process meets the historical opportunity of artificial intelligence, country, city, industry and enterprises all have great opportunities to exert their advantages, seize the opportunity of change, fully tap the great value of big data and create a smart banquet with Chinese characteristics.

China has a large scale in population, market, scenario, etc., and our ethnicity, culture and geology are highly consistent, which is unmatched by any other country in the world. China is also narrowing its gap with developed countries by creating environment prior to carry and try, especially in autonomous driving, vehicle and road coordination and intelligent transportation. Although we are a latecomer, we have a higher speed and larger potential.

Artificial intelligence has exploded in recent years, and no company in the future will have nothing to do with artificial intelligence. Every industry, every entrepreneur has to think about how to use the most effective way to improve technological innovation capability and make the best of artificial intelligence, otherwise there may be a risk to miss an era.

Digital Education Becomes a Global Business Card for Digital China
